McGuireWoods is bolstering its nationally recognized securities enforcement and regulatory counseling group with the arrival of partner Todd Beaton from the Financial Industry Regulatory Authority where he served as a chief counsel in the Enforcement Department, and counsel Andrew Mannarino, who has decades of securities industry experience. They join the firm in New York.
Beaton represents companies and individuals in the financial services sector, including broker-dealers, investment banks and registered investment advisers. As a chief counsel in FINRA’s Enforcement Department, he led a team of lawyers investigating disciplinary actions against broker-dealers and individuals for alleged violations of FINRA rules, federal securities laws, and other exchange and self-regulatory organization rules. Before serving at FINRA, Beaton was a partner at an international law firm.
Mannarino joins McGuireWoods after holding several legal, compliance and supervisory roles in the securities industry, including at one of the world’s largest market-making firms. He counsels broker-dealers, investment advisers, futures commission merchants, swap dealers and proprietary trading firms in compliance and enforcement matters.
“Todd’s and Andy’s experience and insight strengthen our position as a national leader in securities enforcement defense and regulatory counseling,” said Todd Steggerda, McGuireWoods’ deputy managing partner for litigation.
Anchored by former Securities and Exchange Commission and FINRA attorneys, as well as former federal prosecutors, McGuireWoods manages securities investigations at every stage — from informal inquiries and routine exams through investigations, litigation and appeals — while staying at the forefront of developing issues confronting the industry.
Elizabeth Hogan, co-chair of McGuireWoods’ securities enforcement and regulatory counseling group, said Beaton and Mannarino are respected attorneys with wide-ranging capabilities and in-depth understanding of the securities markets. “The firm’s clients will benefit greatly from their skill and knowledge.”
Beaton said, “McGuireWoods’ stellar reputation for providing innovative and pragmatic counsel on enforcement and regulatory matters provides a perfect fit for my practice. I look forward to putting my experience to work for the firm and clients.”
Mannarino added, “McGuireWoods has an outstanding roster of former regulators and accomplished attorneys to advise securities industry clients, and I am excited to join this world-class team.”
The arrivals of Beaton and Mannarino continue McGuireWoods’ recent growth in New York, following the additions of debt finance partner Jeff Goldfarb and fiduciary litigation partner Helen Gavaris.
“Todd and Andy are important additions who further enhance our broad client service capabilities in New York,” said New York office managing partner Jeffrey Chapman.
