Faegre Drinker announced today that Thomas (Tom) Duncan has joined the firm as a partner in the government and regulatory practice in Philadelphia. Duncan joins from a Pennsylvania-based environment and energy boutique law firm.
Duncan represents clients ranging from private individuals through major international corporations in environmental and energy transactional matters, regulatory counseling, and environmental litigation before state and federal courts and administrative tribunals.
“Tom’s extensive experience advising investors, developers, manufacturers and institutions on all aspects of environmental transactions and counseling on regulatory matters adds great depth to our team” said the environment and energy team co-leaders Bonnie Barnett and Max Kelln. “Tom’s regulatory background is going to be particularly beneficial to our substantial Pennsylvania and New Jersey real estate development practices.”
Duncan handles a wide range of environmental matters, including brownfield redevelopment projects and transactional-related environmental due diligence. Tom represents entities in multiparty state and federal litigation involving cost recovery and indemnity claims, as well as contribution claims for contamination and remediation conducted under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA or Superfund), the Resource Conservation and Recovery Act (RCRA), and state laws.
Prior to entering private practice, Duncan was an assistant counsel at the Pennsylvania Environmental Hearing Board. He has held a governor-appointed position as a member of the Environmental Hearing Board Rules Committee since 2020. He earned his B.S. from University of Maryland and J.D. from Villanova University School of Law.

Duncan follows the additions of insurance counsel Jaci Gordon in April and business litigation partner Tim Katsiff to the Philadelphia office in May.
