McNees Wallace & Nurick LLC announces the addition of seasoned attorney and compliance professional Frank T. Donaghue to the firm’s Corporate & Tax and Gaming Practice Groups.
As the former Vice President of Regulatory Affairs & Chief Compliance Officer for Penn National Gaming, Inc., Frank brings to McNees expertise in gaming, regulatory affairs, BSA/AML compliance, consumer protection, workplace & government investigations, ethics hotline management, FCPA compliance and vendor due diligence.

In his leadership position at Penn National Gaming, Frank oversaw all aspects of compliance and served as the company’s primary liaison with regulators in the 19 jurisdictions where Penn National operates. In addition, he supervised compliance for Casino Rama in Ontario, Canada providing him with international gaming regulatory experience.
Frank held positions at the Pennsylvania Gaming Control Board and the Office of the Attorney General for the Commonwealth of Pennsylvania. At the Pennsylvania Gaming Control Board, he was the first Chief Counsel to the Board, then Acting Executive Director and finally Interim Deputy Executive Director. For the Office of the Attorney General for the Commonwealth of Pennsylvania, he held leadership positions culminating with Chief Deputy Attorney General & Director, Bureau of Consumer Protection. Frank began his career as a judicial Law Clerk with the Honorable Ronald D. Castille in the Supreme Court of PA.
Frank is a Member of the International Masters of Gaming Law and the International Association of Gaming Advisors.
Frank earned his law degree from the Widener University School of Law and his undergraduate degree from the Catholic University of America.
