With an expansive career that spans more than three decades, Lynn brings a wealth of experience and knowledge in water-related law and policy to the firm. His comprehensive practice covers every aspect of the state’s water resources, including every river basin, major aquifer, and most minor aquifers.

Lynn has been instrumental in the development of significant water projects, including three of the longest water pipeline projects in Texas, the negotiation of two of the largest water sales agreements, and the completion of two of the largest water rights purchases.

Lynn received his B.A. from Vanderbilt University and his J.D. from Baylor University School of Law.
