Fox Rothschild is pleased to welcome seasoned trial attorney Kevin E. Raphael to our Philadelphia office as a partner in the Litigation Department.

McKenna, Managing Partner of Fox’s Philadelphia Office. “He is well known in the health care and education industries for finding creative ways for clients to meet their strategic goals. He also has a wealth of white-collar and cross-industry experience and will be a tremendous asset to our team.”
Raphael has more than 25 years of experience counseling and defending businesses, entities and individuals in several areas including health care, higher education and food and beverage. He has litigated a wide range of business disputes and defended clients in major white-collar criminal and regulatory investigations involving allegations of fraud, false claims, public corruption and sexual abuse.
In the health care space, Raphael advises clients in complex disputes involving private health insurance companies, RICO and civil fraud and non competes and restrictive covenants, among others. He also advises clients on Medicare overpayment demands and appeals.
In his white-collar defense work, Raphael advises and defends clients facing federal, state and local grand jury investigations. His clients have included government agencies, religious organizations, publicly traded and privately held businesses, home care and home health care entities, Durable Medical Equipment companies, compound and specialty pharmacies, laboratories, clergy and licensed professionals.
Raphael also advises educational and other institutions on training and compliance related to Title IX and the Clery Act. He has served as a Title IX Investigator and Decision Maker.
He earned his J.D.,cum laude, from the State University of New York at Buffalo Law School and his B.A.,magna cum laude, from St. Lawrence University.
