The DC Bar Association this month will launch its Fundamentals of Administrative Law Practice series of seminars.
On Monday, May 10, DC Bar will present Part 1: Informal Rulemaking. This opening session will provide an overview of rulemaking under the Administrative Procedure Act; other statutory requirements affecting the rulemaking process; the roles of OMB, SBA, Congress and the courts; alternatives and modifications to traditional rulemaking, including e-rulemaking and negotiated rulemaking, and implementation of rules.
Speakers at this session will be Neil Eisner, assistant general counsel for regulation and enforcement, U.S. Department of Transportation, and Jeffrey Lubbers, professor, Washington College of Law at American University.
On Monday, May 17, DC Bar has scheduled Part 2: Judicial Review of Agency Decision-Making.
Speakers for Part 2 will be Henry Azar, assistant director, Federal Programs Branch, Civil Division, U.S. Department of Justice; David O. Bickart, Kaye Scholer LLP, and Jerrold J. Ganzfried, Howrey, Simon, Arnold & White.
Each session will take place from 6 to 9:15 p.m. at the DC Bar Conference Center, 1250 H Street, NW, Washington, DC.
