Global law firm White & Case LLP has expanded its Global International Trade Practice with the addition of David Lim as a partner in Washington, DC.
"David brings significant experience at the US Department of Justice (DOJ) in export controls and sanctions enforcement, most recently as Co-Director of the Task Force KleptoCapture (TFKC), an interagency task force pursuing a whole-of-government strategy in response to Russia's invasion of Ukraine," said White & Case partner David Bond, Head of the Global International Trade Practice. "David's arrival bolsters the Firm's economic sanctions, export controls, and national security capabilities significantly. His extensive government experience and first-hand knowledge of the DOJ's enforcement priorities will enhance the Firm's capabilities as a go-to firm for global trade-related compliance and investigation mandates in the national security space."
Since November 2018, Lim has served as a trial attorney in the Counterintelligence and Export Control Section of the National Security Division of the DOJ. As Co-Director of the TFKC, Lim supervised a team of federal prosecutors, agents and analysts investigating and prosecuting criminal violations of the sweeping economic sanctions, export restrictions and economic countermeasures that the US imposed in response to Russia's invasion of Ukraine. Prior to that, he was the inaugural National Coordinator of the Disruptive Technology Strike Force, a joint venture between the DOJ and Department of Commerce to leverage criminal and administrative enforcement tools to disrupt the unlawful theft and export of sensitive US technology, including artificial intelligence and quantum computing.
With significant experience in investigating and prosecuting criminal violations of export controls and economic sanctions more broadly, Lim has worked closely with senior officials at the Commerce Department's Bureau of Industry and Security and Treasury Department's Office of Foreign Assets Control on export control and economic sanction enforcement matters, respectively, and he has deep knowledge of US export control laws and regulations. He has prosecuted cases that range from investigations of individual actors to multifaceted investigations of publicly traded global corporations.
