Foley Hoag LLP announced that David G. Lazarus, a former prosecutor at the United States Department of Justice, has joined the firm as partner in the White Collar Crime & Government Investigations practice. He will be resident in the Boston office.
Lazarus is an experienced defense attorney who represents companies and senior executives in False Claims Act matters and other white collar litigation. He also regularly conducts internal investigations and provides compliance and regulatory advice. Lazarus has extensive experience in the healthcare sector.

In addition to his time at the DOJ, Lazarus also served as an Assistant United States Attorney in Massachusetts and the Middle District of Florida. As an AUSA in both the Criminal and Civil Divisions, Lazarus handled cases relating to pharmaceuticals and opioids, pharmacies, charitable co-pay foundations, hospitals, physician practices, government and commercial insurers, drug payment and reimbursement, durable medical equipment manufacturers and suppliers, and telemedicine. He regularly litigated claims under the Foreign Corrupt Practice Act (FCPA) and addressed civil and criminal asset forfeiture.
In private practice, Lazarus has advised companies and individuals in matters arising under the FCPA, state and federal false claims acts, and the Federal Anti-Kickback Statute. He also has expertise in stock market manipulation claims.
When he was a prosecutor, Lazarus served as co-lead counsel on the 15-week trial of United States v. John N. Kapoor (Insys Therapeutics), which led to the conviction of the Chairman of the Board of Directors, the CEO, and other senior executives for running an opioid/pharmaceutical racketeering scheme.

The addition of Lazarus further grows Foley Hoag's white collar practice, which has expanded this year with the arrivals of a four-person Paris team led by partner Olivier Dorgans and D.C. partner Adam Safwat, former Deputy Chief of the Fraud Section at the U.S. Department of Justice.
Most recently, Lazarus was a partner in the Boston office of Verrill. He earned a Bachelor of Arts degree from Colgate University and a Juris Doctorate from Seton Hall University School of Law.
