The American Law Institute-American Bar Association will present a program on Land Use: Planning, Regulation, Litigation, Eminent Domain, and Compensation.The three-day institute will be held Wednesday through Saturday, August 25 to 28, at the La Fonda Hotel on Water Street in Santa Fe, New Mexico.
The program begins on Wednesday at 4:00 p.m. with a Head Start session for new attorneys as well as attorneys new to the land use practice area. During this session, faculty members will address the basics of land use planning and development regulation and review seminal cases in areas related to the legal issues to be covered. This session will end at 6:00 p.m.
On Thursday, the program begins at 8: 30 a.m. with an update on planning land use and eminent domain decisions. The afternoon will offer three concurrent sessions, managing the development team, update on the taking issue, and land use and water supply concerns.
On Friday, the segments will begin at 8:30 a.m. and cover federal laws, regulations and programs affecting local land use decision making. Afternoon concurrent sessions include an update on federal facilities and land use compatibility, green audits of plans and regulations, and the land use aspects of medical marijuana. The programs will end at 5:30 p.m.
The final day starts at 8:30 a.m. and features topics on solutions to land use issues posed by environmental constraints and ethical considerations for the land use practitioner and government lawyer. The institute will adjourn at 12:15 p.m.
Among the speakers and faculty are Gideon Kanner, Manatt, Phelps & Phillips, LLP; Tara Butler, policy advisor and project manager, Office of Economic Adjustment, Office of the Secretary of Defense; Graham C. Grady, K&L Gates LLP; and George Lefcoe, Ervin and Florine Yoder Chair in Real Estate Law, Gould School of Law, University of Southern California. Professor Lefcoe will offer the Annual Richard F. Babcock Faculty Keynote Address: Blight, TIFs, TODs, and the Next 100 Million Americans, exploring redevelopment and the use of tax increment financing.
