Former DC Official Joins Ballard Spahr In Washington Office

Michael Vincent Hodge, director of the District's Revenue Bond Program and chief operating officer for Planning and Economic Development with the Office of the Deputy Mayor, is joining the law firm of Ballard Spahr Andrews & Ingersoll, LLP as a partner in its Washington, DC office.

Mr. Hodge played a pivotal role in many of the District's economic development projects during his 20-year tenure in the District government.

Mr. Hodge brings extensive experience in government and economic development to Ballard. In his position with the Office of the Deputy Mayor, he oversaw daily operations of the central office and 11 agencies within the economic development finance and regulation cluster. He also handled the District's economic development program project finance activities, including implementation of commercial and housing development programs supported by issuances of tax increment, payments-in-lieu of taxes, special fund securitization and conduit bonds and notes, and awards of tax abatements and grants.


Ballard Spahr has announced that John DiTullio has joined Ballard's Phoenix office as a partner in the firm's Real Estate department. Mr. DiTullio focuses his practice on zoning/land use, real estate development agreements, special taxing districts and governmental affairs.

Mr. DiTullio has been instrumental in establishing and implementing special taxing districts for public infrastructure financing and construction for a variety of development projects in a number of jurisdictions throughout Arizona.
