Another Former EPA General CounselJoins Willkie Farr & Gallagher

Willkie Farr & Gallagher LLP has announced that Robert E. Fabricant, former general counsel of the U.S. Environmental Protection Agency, has joined the firm in the Environmental Department as special counsel in the New York office.

Providing counsel to former EPA Administrator Christine Todd Whitman, Mr. Fabricant was the EPA's chief legal officer and was responsible for the full range of EPA's litigation, rulemaking, settlement negotiations, and the issuance of legal guidance. Mr. Fabricant also served as chief counsel to Ms. Whitman when she was New Jersey governor.

Mr. Fabricant joins Washington, DC environmental partner E. Donald Elliott, who served as EPA general counsel in the first Bush Administration from 1989 to 1991. Willkie Farr is the only firm in the country with two former EPA general counsels.


Willkie Farr partner Steven J. Gartner has authored a comprehensive portfolio handbook on the legal issues associated with the preparation and maintenance of corporate minutes for board of directors and committee meetings, as well as shareholder meetings. The publication, Corporate Minutes, was published by the Bureau of National Affairs, Inc. as part of its Corporate Practice Series.
