Wiley Rein Partner To Co-Chair WRC-11

Wiley Rein is pleased to announce the appointment of Thomas J. Navin, a partner in the firm's Telecommunications Practice, as co-chair of the Federal Communication Commission (FCC) Advisory Committee for the next World Radiocommunication Conference in 2011 (WRC-11).

Along with fellow co-chair Paul Margie, the former senior director for Technology Partnerships at the UN Foundation, Mr. Navin will provide advice, technical analyses and specific recommendations on matters relating to the WRC-11 and assembling U.S. industry positions on spectrum use issues.

Mr. Navin has extensive experience in a wide range of regulatory, litigation and transactional matters, including issues involving both traditional telecommunications and the Internet. Prior to joining Wiley Rein, as chief of the FCC's Wireline Competition Bureau, Mr. Navin played a key role in developing national policies governing broadband networks, VoIP services, local telephone competition, customer privacy, universal service and intercarrier compensation arrangements.
